What do we buy
Public Services and Procurement Canada is to establish a NMSO for government departments, agencies, Crown corporations, and organizations participating in the Canadian Collaborative Procurement Initiative (CCPI).
This procurement tool is used for the supply and delivery of an approved screening device for alcohol and consumables within the aforementioned commodities on an as-and-when requested basis. The Standing Offer (SO) will include services related to the goods.

How do we buy
- The Request for Standing Offer (RFSO) will be a competitive process based off a list of approved screening devices
- Offerors must provide a fixed, all-inclusive price per year
- The qualification process will involve both mandatory technical criteria and point-rated criteria
- Canada may issue one SO from the date of issue for 3 firm years, with the option to extend the offer by up to 2 additional 1 year periods
- Delivery points for the goods of this SO will be to locations across Canada, including those covered by Comprehensive Land Claims Agreements (CLCAs)
Socio-economic aspects
Green procurement: Environmental considerations will be included in the request for SO.
Small and medium-sized enterprises: opportunity is open to all bidders of all sizes (open bidding).
Value / Savings / Considerations
As a result of the business volume, economies of scale are generated by the use of the SO. CCPI participants benefits from having quick access to an approved screening device for alcohol along with its consumables and its annual maintenance for the use of roadside alcohol breathalyzer testing.
