What do we buy
Public Services and Procurement Canada (PSPC) is to establish an NMSO for government departments, agencies, Crown corporations, and organizations participating in the Canadian Collaborative Procurement Initiative, except areas subject to comprehensive land claims agreements.
This procurement tool is used to purchase electronic fingerprint capture devices (EFCDs). The EFCDs on behalf of the Government of Canada in support of operational requirements are to submit the following to the Royal Canadian Mounted Police (RCMP) Real Time Identification (RTID):
- electronic biometric, for example:
- fingerprint
- palm print
- photo
- biographical data, for example:
- name
- date of birth
RCMP’s RTID system supports the electronic submission, search and response to fingerprint search transactions based on the National Police Service—National Institute of Standards and Technology—Interface Control Documents.
How do we buy
Currently, PSPC offers EFCDs through an NMSO, which enable all departments, agencies listed in Schedules I, I.1, II—of the Financial Administration Act, and Crown corporations. The request for this standing offer (SO) extends the product offering to Provinces/Territories and Municipalities. The RCMP has confirmed that many provinces/territories and municipalities namely police departments have high interest in procuring this product.

As a result of business volume, economies of scale are generated by the use of the SO. Canada benefits from having quick access to efficient procurement method to fulfill their requirements for the duration of the NMSO.
