What do we buy
Public Services and Procurement Canada (PSPC) is to establish a NMSO for government departments, agencies, Crown corporations, and organizations participating in the Canadian Collaborative Procurement Initiative (CCPI), except areas subject to comprehensive land claims agreements (CLCA).
This procurement tool is used for the supply and delivery of outboard motors and inboard motors with their parts and accessories from the original equipment manufacturer(s) or up to 2 exclusive distributors across Canada on 2025 models from:
- Yamaha
- Mercury
- Volvo Penta
The requirement does not contain servicing, installation, repair or overhaul.
In the event a client requires outboard motors or inboard motors to be delivered in CLCA area, this procurement will be treated as a separate requirement outside the standing offer (SO).
How do we buy
- Outboard motors and inboard motors are generally purchased directly by clients through call-ups against the NMSO. For sole source call-ups, requirements exceeding the individual call-up limitation of $40,000 could reach $100,000 and shall be forwarded to the PSPC contracting authority for processing and authorization
- For competitive call-ups, requirements exceeding the individual call-up limitation of $100,000 could reach $200,000 and shall be forwarded to the PSPC contracting authority for processing and authorization
- The outboard motors/inboard motors SOs will be negotiated with the original equipment manufacturer or up to 2 exclusive distributors across Canada who are able to provide pricing for their current models for the 1 year period of the SO
- There are 4 vendors currently providing outboard motors/inboard motors for this SO:
- Yamaha
- Mercury
- Wajax (Volvo Penta, Eastern Canada)
- Cullen (Volvo Penta, Western Canada)
- Suppliers will be asked to complete quarterly usage reports to track spending and what is being purchased for future analysis
Socio-economic aspects
Enhanced competition facilitates opportunities for small, medium and niche suppliers to do business with the Government of Canada. In addition, 1 SO will be issued under the Procurement Strategy for Indigenous Businesses.
Value / Savings / Considerations
- Should CCPI participants join the NMSO, it would increase the estimated usage, therefore increasing interest from the supplier community and also increasing likelihood to improve the discount for the current and following years with a larger client base
- Choosing the lowest-priced item when a call-up is made ensures strong competition and encourages multiple SO. This also allows the client to choose the best value after finding the most cost-effective option.The NMSO is a convenient method of supply that saves time and money:
- The department or agency deals directly with the Offeror to obtain the goods they need
- Call-ups against a SO are processed faster, involve less paperwork and have pre-set prices and pre-determined terms
- For taxpayers, the advantages are lower government administrative costs and reduced inventory
- NMSO provides improved client service, with a SO in place, clients can place orders quickly with minimal impact to their day to day operations
As a result of the business volume, economies of scale are generated by the use of the SO. Canada benefits from having quick access to a wide selection of suppliers for outboard motors and inboard motors as well as being able to use an efficient procurement method to fulfill their requirements.
