What do we buy
Canada has a requirement to establish a NMSO for the supply and delivery of acoustic Doppler velocimeters (ADVs) on an as and when required basis. An ADV is an equipment used to measure river discharge in both open water and under ice conditions. The national hydrometric program have used ADVs for over 15 years. Water Survey of Canada maintains discharge measurement standards consistent with procedures used over the past 100 years over a wide range of environmental conditions. The ADV must be reliable, rugged, offer internal quality control checks and manufactured to ensure predictable results for the life of the instrument. The ADV must provide means to inform the operator when acoustic scattering conditions are either marginal or inadequate for such measurement methods.
- The offerors will supply 1 ADV with accessories. A submitted package must include:
- copies of applicable ADV software
- sample data sets demonstrating features. Minimum requirements for sample data sets are (unless otherwise stated):
- 1 open water wading discharge measurement
- 1 under-ice mid-section measurement
- documentation (for example, datasheets, screenshots)
- 1 copy of the ADV user manual. This may be in electronic format
- The offerors will supply the products according to the specifications in authorized requests from the federal identified users and (if applicable) to Canadian Collaborative Procurement Initiative (CCPI) identified users
- The offerors shall provide services in the language requested, in accordance with the Canada Official Languages Act and its regulations policy
How do we buy
- No early engagements nor request for information with industry will be conducted as this is considered a commercial off-the-shelf product
- A request for standing offer will be published on CanadaBuys for 25 to 30 calendar days
- 1 NMSO will be issued for a period of 3 years and 2, 1-year options
- Firm prices will be given and delivery charges will be excluded
- Offerors will compete by offering prices for the ADVs specified in the request for standing offer; evaluated against mandatory criteria requirements

Value / Savings / Considerations
As a result of the business volume, economies of scale are generated by the use of the standing offer. Canada benefits from having quick access to ADVs as well as being able to use an efficient procurement method to fulfill their requirements.
