What do we buy
Public Services and Procurement Canada is to establish a RMSO for government departments, agencies, Crown corporations, and organizations participating in the Canadian Collaborative Procurement Initiative (CCPI) located in Alberta, Manitoba and Saskatchewan.
This procurement tool is used to buy various medical gases, compressed and liquefied such as oxygen, nitrogen and carbon dioxide as well as helium gases and bulk oxygen.
The RMSO is used to supply:
- labour
- tools
- materials
- equipment
- transportation
- maintenance
- supervision necessary for the supply and delivery of various medical and helium gases
- monthly cylinder and dewar rentals
- re-certification servicing of Canada owned cylinders and dewars
How do we buy
- The RMSO covers the following geographic regions:
- Manitoba
- Saskatchewan
- Alberta
- The request for standing offer (RFSO) outlines that an offeror may bid on more than 1 geographical area identified herein
- Canada may issue up to 3 standing offers per region and per category basis indicated below
- Common delivery points within each region are provided below:
- Region 1: Manitoba, common delivery points are the cities of Winnipeg and Brandon
- Region 2: Saskatchewan, common delivery points are the cities of Regina and Saskatoon
- Region 3: Alberta, common delivery points are the cities of Calgary and Edmonton
- Categories:
- Category 1: Medical gases — compressed and liquefied such as oxygen, nitrogen and carbon dioxide
- Category 2: Helium gas
- Category 3: Bulk oxygen
- Delivery points may also include "fly in" and/or remote locations. Call-ups may include requirements to fill multiple small-quantity orders for several delivery points within the same geographic area
- Users normally select the products from a price list included in the RMSO, depending on their individual requirements

Value / Savings / Considerations
As a result of the business volume, economies of scale are generated by the use of the standing offer. Prices are firm all-inclusive unit rates for the period of standing offer however, offerors unit price may be refreshed on a quarterly basis. The responsive offer with the lowest evaluated price is recommended for issuance of a standing offer.
