What do we buy
Regional Master Standing Offer (RMSO) for the supply and delivery of plumbing and heating supplies. This commodity includes but is not limited to items such as:
- baths and showers
- sinks
- toilets
- drinking fountains
- faucets
- miscellaneous plumbing brass
- pumps and water softeners
- water heaters
- boilers and radiators
- valves and copper brass
- steel pipe & fittings
- drains
How do we buy
- Plumbing and heating supplies are generally purchased directly by clients through local purchase order, or through contracts or call-ups against the RMSO
- The RMSO for the commodity of plumbing and heating supplies is for 1 year and two 2, 1-year option periods
- The plumbing and heating supplies standing offer is competed electronically on CanadaBuys. Suppliers will be able to provide pricing for each year of the standing offer
- It is Canada’s intent to issue a standing offer to 1 supplier per zone for the duration of the standing offer, however, would be open to issuing multiple SO on a “right of first refusal” basis:
- when the highest-ranked offeror is unable to fulfill the need, the identified user is required to document its file appropriately
- the resulting call-ups are considered competitive and the competitive call-up authorities can be used
- Suppliers will be:
- able to provide pricing based on a percentage discount from the Allpriser book list price for the following 2 zones: Alberta and Saskatchewan/Manitoba
- asked to complete quarterly usage reports to track spending and what is being purchased for future analysis

The SO are awarded region by region to allow participation by small and medium enterprises (SME).
