What do we buy
Public Services and Procurement Canada is to establish a NMSO for government departments, agencies, Crown corporations, and organizations participating in the Canadian Collaborative Procurement Initiative, except areas subject to comprehensive land claims agreements (CLCAs).
This procurement tool is for the supply of take home kits for Naloxone nasal spray that are to be provided to inmates upon their discharge for use in the community in cases of opioid overdose.
The requirement includes 2 streams:
- Stream 1: Take-home kits for Naloxone. The Naloxone nasal spray does not form part of this requirement
- Stream 2: Take-home Naloxone kits which contain the Naloxone nasal spray
How do we buy
- Canada may issue up to 2 standing offers (SO) (1 per stream) from the date of issue for 3 firm years, with the option to extend the offer by up to 2 additional 1 year periods
- Offerors must provide a fixed, all inclusive unit price per kit
- The SO will be issued to the responsive offer submission with the lowest aggregate offer price
- Delivery points for the goods of this SO will be to locations across Canada, excluding those covered by CLCAs

As a result of the business volume, economies of scale are generated by the use of the SO. Canada benefits from having quick access to naloxone kits for use of duty officers in the performance of their work.
