What do we buy
Public Services and Procurement Canada is to establish an NMSO for government departments, agencies, Crown corporations, and organizations participating in the Canadian Collaborative Procurement Initiative (CCPI), including locations within Comprehensive Land Claim Settlement Areas (CLCA’s), however excluding deliveries to Nunavut.
This procurement tool is for the purchase of military grade and commercial sand bags across Canada.
How do we buy
- Standing offers (SO) are used to buy sand bags
- 1 solicitation will be issued for the requirement, which will contain 2 streams
- Stream 1 is open to all suppliers
- Stream 2 will be set-aside for aboriginal suppliers in accordance with the Procurement Strategy for Aboriginal Business (PSAB). PSAB bids will, by default, be included in the non-PSAB category
- Suppliers are either the manufacturer or a distributor
- Suppliers compete by offering fixed unit pricing
- A SO will be issued to the lowest priced responsive offeror within each geographical region
- There are 5 identified regions, a maximum of 5 SOs may be issued as a result of
- stream 1, and an additional 5 SOs may be issued as a result of stream 2
- The SO is for a period of 2 years with an option for 3 additional 1 year periods
Socio-economic aspects
2 solicitations are issued for the requirement. 1 is open to all suppliers and the second is set aside under the federal government PSAB.
Value / Savings / Considerations
As a result of the business volume, economies of scale are generated by the use of the SO. Canada benefits from having quick access to sandbags, both commercial and military grade, particularly in emergency situations.
