Transition Support Services
Required Services
Changes to the current hierarchy of positions such as those that may follow classification reform have the potential to alter the working relationships between employees, and/or employees and their supervisors. The implementation of new or altered systems takes time and effort and demand patience and sensitivity from those charged with leading staff through the change.
People will go through the stages of transition in different ways and at different speeds as they move toward accepting and supporting the new system and their revised role in the organization. As a result, transition plans and approaches must be developed and implemented to support people as they move through the stages of transition. Transition planning will focus on helping people understand the strategic importance of this transformation process; how it affects the organization and them as individuals; and how they can plan for, respond to and accept the need for change.
The Transition Support Services Work Stream is also concerned with monitoring and assessing the performance of a program or system. Relevant performance metrics may need to be designed to provide department leaders with appropriate performance assessment and reporting systems.
The required services may include, but are not limited to the following:
- Designing interventions aimed at improving organizational effectiveness through system-centered change
- Designing interventions that improve organizational effectiveness through people-centered change and result in: bringing about change, an improved environment, greater involvement and a more responsive workforce
- Developing and implementing change management strategies and plans
- Identifying change management tools
- Providing expertise, consultative advise, guidance and coaching to build project capacity to make effective use of change management strategies and related tools
- Articulating the purpose of the change in a manner that makes sense to staff and provides a compelling picture of the new organization
- Conducting a change readiness assessment in order to plan and carry out a change management strategy
- Coaching staff on how their contribution is valued within the new organization
- Evaluating the effectiveness of the change management initiative
- Developing performance measurement/evaluation frameworks
- Establishing performance measurement and reporting processes and systems
- Integrating performance monitoring disciplines in an organization's development or change management plan

Leadership Development Services
Required Services
The goal of Leadership Development programs is to build teams of effective leaders, problem solvers and decision makers who will have commitment to and ownership in a change process and who can lead and support their staff in building the new classification system, new organizational structures or new organization of work.
Leadership Development Services will focus on providing executive coaching support to "department leaders" in helping them develop practical skills and approaches they can use in their role as agents of change.
The required services may include, but are not limited to the following:
- Designing and facilitating "leader" change management coaching sessions
- Establishing forums for managers for ongoing sharing of experiences, challenges as they lead and support staff through the transition; and
- Developing targeted workshops that help managers become sponsors or agents of change and how to use effective communication as a change tool
Required Deliverables may include but are not limited to:
- Change management strategies for department managers
- Coaching sessions
- Workshops and follow-up reports
Organizational Development Services
Required Services
Organizational Development Services will be required to implement new organizational structures and classification reform. These services include establishing a set of policies and rules governing an organization's actual and planned human resource management arrangements and ensuring consistency between government-wide and individual departmental classification reform strategies.
The required services may include, but are not limited to the following:
- Performing a system centered process mapping to define the structure of the desired process in terms of activities that are to be performed, the required inputs, the outputs to be produced, and the framework within which to operate
- Designing processes to regularly review the validity of the accountabilities and competencies going forward as the organization continues to evolve
- Identifying a risk management strategy
- Analyzing business requirements to identify information, procedures and decision flows
Required Deliverables may include but are not limited to:
- Organizational development process map
- New processes/workflow models
- Risk assessment and management frameworks
Classification Design Services
Required Services
The Classification Design Services will focus on providing skills to develop classification standards, new occupational group structure, new classification levels, conversion processes and new redress mechanisms to support conversion processes.
The required services may include, but are not limited to the following:
- Providing expert advice in developing and integrating new classification standards / program and occupational group structure; and
- Providing expert advice on conversion processes and redress mechanisms in the context of classification reform
Required Deliverables may include but are not limited to:
- New classification standards
- New occupational group structure and conversion processes
Communication and Information Services
Engaging people is key to building momentum around the change process. Creating and distributing information products that are clear, consistent and honest is seen as essential to supporting people and helping them to feel ownership in this transformation from an established way of managing human resources to a new approach. Sharing information; providing feedback; addressing questions and concerns; and showcasing and celebrating progress are considered some of the important avenues for effective communication in an environment of change management.
The communication and information products stream addresses a range of services that relate to internal communication, expectation management and issues management. Specific services required could be to design, develop and implement innovative and effective information management programs that will inform and engage staff in the change process.
Communication and Information Services may include but are not limited to:
- Providing communications consultation advice to support strategic communications initiatives and strategies
- Developing and implementing communication strategies and plans
- Creating communications support materials
- Developing and implementing creative communication products using a variety of tools and techniques and media including Web-based technologies
- Developing various information products
Required Deliverables may include but are not limited to:
- Web-based or portal communication vehicles
- Communication strategy and plan
- Communication tools
Project Management Services
The implementation of the new classification system or new organizational structures within current context demands a coordinated, "just-in-time" project management strategy and process through the application of project-based knowledge, skills, tools and disciplines to manage organizational transformation project activities.
Project Management Services may include but are not limited to:
- Providing project definition assistance including establishing goals and objectives
- Developing project plans including estimating the budget, level of effort and resource requirements, work breakdown structure and schedule
- Managing, monitoring and reporting on project progress and identifying any issues together with corrective actions
- Participating in the development of the communications plan
- Participating in the development of an implementation plan/strategy

Research Services
Required Services
Research into best practices in Change Management and Organizational Development will provide information fundamental to ensuring that "winning tactics" can be effectively replicated throughout the change process.
The required services may include, but are not limited to the following:
- Collecting, analyzing and synthesizing information that provides insight into best practices and lessons learned that would effectively support managing change
Required Deliverables may include but are not limited to:
- Description of relevant best practices
- Description of relevant lessons learned
- Analysis of successful implementations in similar environments
- Comparison reports (for example, organization versus benchmark of best practices within similar organization)
Needs Analysis Services
Needs Analysis Services are concerned with identifying the requirements for carrying out various types of changes such as new organization of work, new occupational group structure or new classification standards.
Needs Analysis Services focus on gathering input from stakeholders to define organizational requirements for change and identify viable options or alternatives.
Needs Analysis Services may include but are not limited to:
- Conducting interviews, surveys and workshops
- Performing analysis of business processes to recommend the best option to address any concerns, gaps, etc. including the potential risks and benefits
- Providing input for the development of new processes
- Carrying out analysis related to the development of business cases including the collection and analysis of cost data
Required Deliverables may include but are not limited to:
