PLAN ENROLMENT AND ORIENTATION

Orientation

Activity New Plan Members Employer / Compensation Advisor | Public Service Pension Centre (PSPC) Regional Pay Office
Request general information on the public service pension plan Visit the "Your Public Service Pension and Benefits" Web portal for general information on the public service pension plan.

Contact the PSPC for orientation information and assistance to navigate the "Your Public Service Pension and Benefits" Web portal.

Direct the plan member to the "Your Public Service Pension and Benefits" Web portal.

Direct the plan member to the PSPC contact information or provide a version for individuals without access to the Web.

Respond to the plan member's request for information and assist with navigation of the "Your Public Service Pension and Benefits" Web portal.  

Plan Enrolment

Activity New Plan Members Employer / Compensation Advisor | Public Service Pension Centre (PSPC) Regional Pay Office
Become a member of the public service pension plan Provide personal contact information to compensation advisor.

Visit the "Your Public Service Pension and Benefits" Web portal for plan enrolment information.

Contact the PSPC for plan enrolment information.

Apply the public service pension plan rules of eligibility to commence contributions.

Enter data in the Regional Pay System (RPS) to commence pension plan contribution deductions, including Supplementary Death Benefit (SDB) if applicable, from payroll.

Complete "Plan Member Contact Information" form PWGSC-TPSGC 577 and fax to the PSPC within three business days from the date the pension plan contribution deductions commence for a new plan member and the transaction updates in history in the RPS.

For Client organizations not using the RPS: Enter data in the pay system to commence pension plan contribution deductions, including SDB if applicable, from payroll.

Complete the "Screening Form for Public Service Corporations" PWGSC-TPSGC 2013 and the "Plan Member Contact Information" form PWGSC-TPSGC 577 and forward both to the PSPC within three business days from the date pension plan deductions commence for a new plan member.

For client organizations that do not have access to the Central Index System (CIS): Contact the PSPC by telephone to obtain an employee Personal Record Identifier (PRI) prior to sending forms PWGSC-TPSGC 2013 and PWGSC-TPSGC 577.

| Create the plan member's account in the pension system (Penfax) for client organizations not using the RPS.

When requested, assign an employee PRI to client organizations who cannot access the Central Index System (CIS).

Enter the plan member's contact information into Siebel upon receipt of the PWGSC-TPSGC 577.

Based on data transferred from the RPS or provided by the client organizations not using the RPS, generate a "Notification of Plan Membership" (PWGSC-TPSGC 2018) and forward the employer copy to the client organization.

When discrepancies are identified, investigate to validate employee's eligibility to become a member of the public service pension plan.

Deduct arrears or refund an overpayment of pension plan contributions, as required.
Plan Enrolment Package Read the information and follow instructions contained in the Plan Enrolment Package.

Complete the "Enrolment Information and Acknowledgement of Plan Membership" form PWGSC-TPSGC 571 Publiservice and return to the PSPC in the envelope provided.

If contacted by a plan member, direct them to contact the PSPC for information. Mail a Plan Enrolment Package to the plan member upon generation of the "Notification of Plan Membership" PWGSC-TPSGC 2018.

This package will include the PWGSC-TPSGC 2018 and PWGSC-TPSGC 571 Publiservice forms, an Orientation Information Kit and an envelope to facilitate the return of the completed PWGSC-TPSGC 571 Publiservice.

 
The PSPC receives completed "Enrolment Information and Acknowledgement of Plan Membership" PWGSC-TPSGC 571 Publiservice form     Review the PWGSC-TPSGC 571 Publiservice and update applicable system with any additional contact information the plan member has provided. Retain other personal data supplied on the form electronically for later access, if required.]

| Update the pension system (Penfax) to identify that acknowledgement of plan membership was received.

Determine if the plan member has any service buyback opportunities.

 
Service buyback opportunity exists Visit the "Your Public Service Pension and Benefits" Web portal and Service Buyback Package for information and to use the self-serve online tools.

If unable to access the Web portal to self-serve, contact the PSPC for information on service buyback opportunities.

If contacted by a plan member, direct them to contact the PSPC for information. Contact the plan member by telephone to provide service buyback information.

Direct the plan member to the "Your Public Service Pension and Benefits" Web portal and Service Buyback Package for information and to self-serve, or provide assistance with the navigation of the Web portal and the online tools.

Provide service buyback information and/or estimates for plan members unable to access the Web portal and self-serve.

Record details of the conversation with the plan member.

 
Eligible Dependants exist Provide personal documents including proof of age, marriage certificate and/or divorce decree, if applicable, and proof of age for eligible dependants.

Complete the "Naming or Substitution of a Beneficiary" form PWGSC-TPSGC 2196 Publiservice and forward to the PSPC.

Visit the "Your Public Service Pension and Benefits" Web portal for information on eligible dependants and the SDB plan, including how to designate a beneficiary.

If unable to access the Web portal to self-serve, contact the PSPC for information on eligible dependants and/or the SDB plan, including how to designate a beneficiary.

If contacted by a plan member, direct them to contact the PSPC for information. When contacted by the plan member, provide information on eligible dependants and the SDB plan, including how to designate a beneficiary and/or providing assistance to self-serve and navigate the "Your Public Service Pension and Benefits" Web portal.

Record details of the conversation with the plan member.

 
"Acknowledgement of Plan Membership" PWGSC-TPSGC 571 Publiservice not received by the PSPC Upon notification from the PSPC, acknowledge plan membership by completing the "Enrolment Information and Acknowledgement of Plan Membership" form PWGSC-TPSGC 571 Publiservice provided in the Plan Enrolment Package sent earlier, and returning it to the PSPC.

If a Plan Enrolment Package was not received or is lost/misplaced, contact the PSPC to request a new/duplicate one.

With direction from and/or the assistance of the PSPC, access the online Plan Enrolment Package available on the "Your Public Service Pension and Benefits" Web portal.

Read the information and follow instructions contained in the Plan Enrolment Package, complete the "Enrolment Information and Acknowledgement of Plan Membership" form PWGSC-TPSGC 571 Publiservice in full, and return to the PSPC.

  Contact the plan member to request confirmation of receipt of the Plan Enrolment Package and the completion and return of the "Enrolment Information and Acknowledgement of Plan Membership" form PWGSC-TPSGC 571 Publiservice.

Provide a new/duplicate Plan Enrolment Package, including the PWGSC-TPSGC 2018 (with an amended issue date if the original package was not received) to the plan member.

Record details of the conversation with the plan member, if applicable.

 
Error identified by PSPC – pension plan contributions start date (PWGSC-TPSGC 2018 not generated)   With the assistance of the PSPC, investigate the error and update the RPS, or applicable pay system for client organizations not using the RPS, to ensure pension plan contribution deductions are initiated from the correct effective date. Investigate the error and, with the assistance of the compensation advisor, determine the employee's correct eligibility date.

Based on data transferred from the RPS or provided by the client organizations not using the RPS, generate a "Notification of Plan Membership" (PWGSC-TPSGC 2018) and forward the employer copy to the client organization.

Deduct arrears or refund an overpayment of pension plan contributions, as required.
Error identified by the Plan Member – incorrect information on the "Notification of Plan Membership" PWGSC-TPSGC 2018 If incorrect information is indicated on the PWGSC-TPSGC 2018, contact the PSPC. If informed by the PSPC that information on the RPS, or applicable pay system for client organizations not using the RPS, may be incorrect, investigate and make the required adjustments to correct the error. If notified by the plan member that information on the PWGSC-TPSGC 2018 is incorrect, investigate the error and, if required, contact the compensation advisor to update the RPS, or applicable pay system for client organizations not using the RPS.

| Generate a revised PWGSC-TPSGC 2018 and forward the employer copy to the client organization. Generation of the PWGSC-TPSGC 2018 could be triggered manually or by data transferred from RPS to the pension system (Penfax).

Forward the revised PWGSC-TPSGC 2018 with a letter of explanation to the plan member.

Deduct arrears or refund an overpayment of pension plan contributions, as required.
Error identified by the Employer Compensation Advisor – incorrect information on the "Notification of Plan Membership" PWGSC-TPSGC 2018   If incorrect information is indicated on the PWGSC-TPSGC 2018 , contact the PSPC.

With the assistance of the PSPC, investigate the error and, if required, update the information on the RPS, or applicable pay system for client organizations not using the RPS, to correct the error.

If notified by the client organization that information on the PWGSC-TPSGC 2018 is incorrect, investigate the error with the assistance of the compensation advisor and request that the RPS, or applicable pay system for client organizations not using the RPS, be updated.

| Generate a revised PWGSC-TPSGC 2018 and forward the employer copy to the client organization. Generation of the PWGSC-TPSGC 2018 may be triggered manually or by data transferred from RPS to the pension system (Penfax).

Forward the revised PWGSC-TPSGC 2018 with a letter of explanation to the plan member.

Deduct arrears or refund an overpayment of pension plan contributions, as required.
