Subject: Cessation of Entitlement Code 056: Sleeping-in Allowance

1. Purpose

1.1. The purpose of this directive is to remind clients that there is no longer a provision in collective agreements that support the sleeping-in allowance.

2. Background

2.1. The entitlement code 056 that was reported on the extra duty input form was a premium payable to specific employees in the Welfare Programmes (WP) and General Services (GS) groups. The allowance was paid when employees were required to sleep either in the dormitory room, or immediately adjacent to it, in order to be available to meet the needs of the children in the dormitory.

3. Policy

3.1. The articles in collective agreements for GS and WP employees that included a provision for this allowance expired in the late 1980s

3.2. The Treasury Board Secretariat has confirmed that there is no provision that governs this entitlement code anymore.

4. Procedures and Instructions

4.1. The Regional Pay System (RPS) was never updated to restrict usage of this code when it became obsolete.

Clients that are still using this entitlement code by mistake have been contacted in order to correct the transactions.

4.2. Employees should not request the sleeping-in allowance and compensation advisors should no longer report it in the Regional Pay System.

4.3. The Personnel-Pay Input Manual (PPIM) will be updated to indicate that the code is obsolete, but the information will remain for historical purposes.
